Obviously based on Rodney Matthew's illustrations of Goblins. There does not seem to have been an ARE16 or 17. I need to find the shields for 14, 19 & 20 in the leadpile. The Tunnel Elf on Throne was not originally released but has been released by miniaturefigurines.co.uk.
In the World of Greyhawk range these were WG 22-24 Goblins, which seems appropriate!
